Founded by L. Scott Taylor, a 25-year construction industry veteran (100+ projects, hundreds of millions in contract value), CMaR expert, and 1988 graduate of The Citadel—from which he received his commission in Military Intelligence—Permian Construction focuses on projects meeting all three of our key criteria: Where, What, and How.

Where

As our name suggests, Permian Construction focuses exclusively on projects across the Permian Basin, especially in the key Southeastern New Mexico towns of Artesia, Carlsbad, Roswell and Hobbs.

What

There are many types of construction as well as wide variation in budgets. Permian’s sole focus is Commercial Construction with budgets from as little as $50,000 to as much as $5,000,000. This can include private owners of retail stores, restaurants, and offices; institutional clients like a school district, hospital or FLETC (Federal Law Enforcement Training Center); and entrepreneurs in fields like oil exploration.

How

This is the most important differentiator for our clients. Not only do we have a geographic, commercial construction and project budget focus, but we are the only construction firm in the Permian Basin that knows CMaR backwards and forwards—and that gets it right.

CMaR means that we handle the Construction Management, while giving you the freedom to have your own architect. The difference is that we also have the responsibility for keeping the design on track and on budget.

Without CMaR experts like Permian Construction, our clients would have only two choices:

  • Choice #1 is to hire the architects and manage them until the design has been completed. This means they won’t have the benefit of working in partnership with the general contractor. Because the architects aren’t able to get direct insight into specific real-world construction costs, they are forced to make assumptions instead of relying on hard data. The result, through no fault of their own, is a great design that exceeds the allocated budget.
  • Choice #2 is to hire a firm that has little-to-no CMaR experience, which means that firm won’t have the ability to direct the design.

Either way, you lose money, time and time-to-market. Permian’s years of CMaR expertise means that we take into account Cost, Scope and Schedule, all at the same time. We know what is practical within the budget and we give your architectural engineers the real-world insights they need to design to those budget constraints and quality requirements. This means we get it done right the first time, all on-time and on-budget.
